The Representative for Children and Youth Act- Five Year Review

The Representative for Children and Youth Act requires that the Act be reviewed by the Select Standing Committee for Children and Youth within five years of coming into force. As part of that process, the Representative for Children and Youth was invited to provide a written submission and make a presentation to the Committee on Oct. 6, 2011. So Many Plans, So Little Stability: A Child's Need for Security

This report on the Representative’s investigation looks into the chaotic life and unexpected death of a four-month-old First Nations infant. It identifies troubling inadequacies in planning, case management and decision-making, and makes recommendations to address gaps in how government and delegated Aboriginal agencies work together, and in how courts assess potential caregivers.

Isolated and Invisible: When Children with Special Needs are Seen but Not Seen

The Representative's investigation examines the services and supports provided to a 15-year-old girl with Down syndrome, who was found in September 2010 alone with the body of her deceased mother. The report examines whether the services were appropriate and responsive to the child's situation.

Phallometric Testing and B.C.'s Youth Justice System

The Representative's report reviewing the use of phallometric testing on male youth in B.C.’s sexual offense treatment program. Phallometric testing involves the use of a penile plethysmograph (PPG) to measure sexual arousal.

This report is an aggregated, in-depth look at the lives and deaths of 21 B.C. infants. As recommended in the Hughes Review, a large group of infants' lives and deaths was examined in detail, and the information collectively studied to identify and analyze trends. The report contains seven recommendations.

A struggling young family needed short-term housing assistance so their baby could be safe, but instead the child was taken into government care. A Representative for Children and Youth investigation into a First Nations baby’s critical injury finds that many of the systemic factors that played a major role in the infant’s removal from his parents still exist today.

Kids, Crime and Care: Youth Justice Experiences and Outcomes.

A major B.C. study released today shows that although children and youth in care are at higher risk of becoming involved with the youth justice system, early interventions targeted at risk factors can change the paths of these vulnerable adolescents. The study is a joint project of the Representative for Children and Youth, and the Provincial Health Officer.

Health Care Strategy Required for Vulnerable Youth in the Justice System

An improved health strategy must be put in place for youth who are in or leaving jails, says B.C.Â’s Representative for Children and Youth. This is a key recommendation in a report released today by Mary Ellen Turpel-Lafond. She conducted an independent review of practices and procedures relating to physical examinations of youth in custody.
